			<content:encoded><![CDATA[<p><span style="color: #000000; font-family: Helvetica; font-size: medium;">TRPA has created the framework of a New Regional Plan that gives homeowners more flexibility with the amount of coverage they are allowed.</span></p>
<p><span style="font-family: Helvetica;"><span style="font-size: medium;"><span style="color: #000000;">            In 1968, California and Nevada entered into a bi-state agreement designed to protect natural resources and control development in the Lake Tahoe Basin.  The agreement, the Tahoe Regional Planning Compact created the Tahoe Regional Planning Agency (TRPA) to serve as the land use and environmental protection agency for the Lake Tahoe region.  The compact also required TRPA to adopt &#8220;environmental threshold carrying capacities,&#8221; or environmental standards necessary to maintain and preserve the region&#8217;s sensitive ecological system.  A new Regional Plan took effect in 1987, providing the framework for ensuring that all development would be consistent with achieving these thresholds, more or less limiting the urbanization of the Tahoe region.</span></span></span></p>
<p><span style="font-family: Helvetica;"><span style="font-size: medium;"><span style="color: #000000;">            In 2011 pressure from developers and other business interests in Nevada urged the state of Nevada to pass a law (SB 271) which threatens to pull Nevada out of the bi-state planning agency in Oct. 2015 if certain changes to the agency are not made.  The most significant change sought by SB 271 was the passage of an updated Regional Plan.  The existing Regional Plan had not been updated for more than 25 years.  In reaction to this threat, TRPA completed the &#8220;Regional Plan Update&#8221; in an effort to keep both Nevada and California from withdrawing from the compact.  The Plan Update modifies the standards by which projects are approved and allows local governments to establish standards that may not meet minimum regional requirements.  Opponents of SB 271 proposed a more recent legislation (SB 299) that would repeal SB 271 in its entirety, however this new legislation has yet to be voted on.</span></span></span></p>
<p><span style="font-family: Helvetica;"><span style="font-size: medium;"><span style="color: #000000;">            The Sierra Club filed a lawsuit stating that the Regional Plan Update directly opposes the core purpose of the TRPA, transferring its legal duty of lake protection to local authorities.  Ultimately, a judge will determine if this litigation provides any merit, as it is seen by many as a last chance effort for the Sierra Club to &#8220;speed bump&#8221; the RPU.</span></span></span></p>
<p><span style="font-size: medium;"><span style="color: #000000;"><span style="font-family: Helvetica;">            TRPA is creating the framework to move forward with enacting all new codes of ordinances under the RPU.  Under the New Regional Plan, homeowners will be seeing changes in how much ground coverage they are allowed.  </span></span></span></p>
<p><span style="color: #000000; font-family: Helvetica; font-size: medium;">            </span></p>
<p><span style="font-family: Helvetica;"><span style="font-size: medium;"><span style="color: #000000;">            Provisions for Homeowners:</span></span></span></p>
<ul>
<li><span style="color: #000000;"><span style="font-family: Helvetica; font-size: medium;">•</span>  <span style="font-family: Helvetica;"><span style="font-size: medium;">Temporary Structures &#8211; Not for vehicular use, cannot have a permanent foundation; on high capability land.  Under 120 sq. ft. will be excluded from coverage.</span></span></span></li>
<li><span style="color: #000000;"><span style="font-family: Helvetica; font-size: medium;">•</span>  <span style="font-size: medium;"><span style="font-family: Helvetica;">Overhang Allowance &#8211; For every 3 ft. of an overhang structure; 1 ft. of the perimeter horizontal dimension shall be excluded from the calculation of coverage.</span></span></span></li>
<li><span style="color: #000000;"><span style="font-family: Helvetica; font-size: medium;">•</span>  <span style="font-size: medium;"><span style="font-family: Helvetica;">Pervious Coverage &#8211; Not pervious asphalt; on high capability land. 25% of the size of the improvement will be excluded from the calculation of coverage.</span></span></span></li>
<li><span style="color: #000000;"><span style="font-family: Helvetica; font-size: medium;">•</span>  <span style="font-family: Helvetica;"><span style="font-size: medium;">Pervious Decks &#8211; Constructed after 2013; on high capability land. Under 500 sq. ft. : 100% exemption.  501 &#8211; 625 sq. ft. : 80% exemption.  626 &#8211; 750 sq. ft. : 60% exemption.  751 &#8211; 875 sq. ft. : 40% exemption.</span></span></span></li>
<li><span style="color: #000000;"><span style="font-family: Helvetica; font-size: medium;">•</span>  <span style="font-family: Helvetica;"><span style="font-size: medium;">ADA Compliance &#8211; Not for vehicular use, constructed after 2013; on high capability land.  Facilities to provide access to buildings will be exempt.</span></span></span></li>

Locally we can see that the the median price of homes peaked in 2006 and was followed by record lows in mid 2012. <p>More than four years after the financial crisis that made him billions, hedge-fund manager John Paulson is bullish on the U.S. economy and housing in particular — a significant reversal for the man whose mortgage-market short was the subject of a book entitled &#8220;The Greatest Trade Ever.&#8221;</p>
<p>Speaking to an audience at Manhattan&#8217;s 92nd Street Y Tuesday night, Paulson said the housing market had shown a &#8220;strong recovery&#8221; with prices up and the number of homes for sale at a decade low. Those factors will likely put pressure on builders to create new product, he noted, creating some of the &#8220;most positive change in housing since the Lehman crisis.&#8221;</p>
<p>Paulson said that for an individual investor, his best piece of advice was to buy a home. &#8220;This is probably the best time in our lifetime to consider buying a house,&#8221; he said. The combination of low mortgage rates and tax deductions on housing means that &#8220;affordability…has never been higher.&#8221; He added that he was bullish on the stock market and on the U.S. energy sector, whose growth could buoy related industries like chemicals and petrochemicals.</p>
<p>He was less bullish on credit, where he added that the ultimate returns are likely to be far weaker than in stocks. Still, Paulson said that the &#8220;rate of expansion&#8221; in American&#8217;s use of credit, including cards, auto loans, and mortgages, would probably increase this year.</p>
<p>The founder and portfolio manager of Paulson &amp; Co., a hedge-fund company with roughly $20 billion in assets under management, Paulson has been optimistic about the U.S. economy in recent years, even opening a fund dedicated to investments that would benefit from a financial recovery several years ago. His prescient bet in the mid-2000s that subprime, or risky, home loans would crater the housing market generated returns of nearly 600 percent for the year 2007, and helped his total assets climb to an eventual peak of $38 billion.</p>

<p>But the past two years have been far less successful. A series of losing bets, including a European credit strategy and major losses in the gold-mining sector have cut Paulson &amp; Co.&#8217;s assets in half in recent years. Last year, his umbrella fund, Paulson Advantage, was down 14 percent, paving the way for some large investors to pull their capital. (Around the same time, the 92nd Street Y, itself an investor in Paulson&#8217;s company, redeemed its capital as part of a broader change in its approach to money-management.) His gold fund was down even further, losing nearly 24 percent.</p>
<p>Paulson, who is a director at the Y, was joined last night by former Treasury Secretary Robert Rubin, who described himself as far less optimistic about the U.S. economy. Rubin cited the risk of sequestration — automatic government spending cuts that will kick in if budget compromise isn&#8217;t reached in Congress — and ballooning debt as reasons for worry.</p>
